Rule  1.
The Golden Spanner Award shall be made to a Meccanoman in recognition of his/her outstanding contributions and activity in promoting Meccano as a hobby on a local or national or international level; encouraging the construction of Meccano models which entertain and amuse audiences of all ages; using Meccano as a means of educating young and old in engineering principles; or using Meccano as a tool to prototype inventions, to assist designers or to  build functional equipment. The Golden Spanner Award is not a prize for a competition nor a model, a model plan, exceptional Meccano articles etc.

Rule  2.
The Golden Spanner Award will comprise a trophy resident with the ISM Chairman, or at such other place as the Committee may decide, together with miniature replicas to be retained by each winner.

Rule  3.
The first ten gold plated silver miniature replicas have been provided by the donor. Once these trophies are used, the cost of subsequent trophies will be met by the ISM.

Rule  4.
The Golden Spanner will be awarded for the first time in 2001 (centennial of Meccano) Thereafter the award will be made annually provided suitable candidates are forthcoming.

Rule  5.
The ISM will advertise the application formalities, terms and deadline for the Golden Spanner Award in English and French in the International Meccanoman. The ISM will also publish a good photo or drawing of the award and directly inform all known Meccano clubs.

Rule  6.
A candidate must be a Meccanoman, a word which is both masculine and feminine. While Meccano is the primary construction system to which this term applies, use of other metal construction systems such as Erector, Märklin, Stokys etc will not result in disqualification.  Membership of the ISM is not imperative.

Rule  7.
A candidate may be proposed to the jury by any Meccano club or group of clubs. How a club, or group of clubs, decides whom to nominate is the concern of the club or the group.

Rule  8.
In submitting a candidate to the jury for consideration for the Golden Spanner Award a sponsoring club or group must provide the candidate's name, address, age, sex, etc. In addition, information should be provided of the candidate's career in Meccano, when the candidate first became interested in Meccano, what clubs, if any, he is affiliated with and what sort of Meccano-related activities he engages in. The report should give particular attention to the candidate's special merits in the world of Meccano and may be in English and/or French.

Rule  9.
The names of all candidates shall remain confidential until the ISM announces the winner for the year.

Rule 10.
The award is to be made to a living person.

Rule 11.
Active members of the ISM committee are excluded as candidates. Active members of club committees may be accepted as candidates at the jury's discretion.

Rule 12.
The jury shall be the ISM committee and the donor

Rule 13.
When the jury has made a decision on the winner of the award it will convey that decision to the ISM in time to allow the presentation to be made to the winner at the annual meeting of the ISM. The jury will provide the ISM with the reasons for selecting the winner. These reasons shall be in a form suitable for publication.

Rule 14.
The name of the prize winner will be announced at the annual general meeting of the ISM and the "Golden Spanner" will then be handed over, or sent, to the prize winner.

Rule 15.
If none of the proposed candidates fulfils the criteria, the award will not be presented in the respective year.

Rule 16.
The winners' names will be engraved on the silver plates on the stand of the trophy.

Rule 17.
A report on the Golden Spanner Awards event will be published in the International Meccanoman and on the ISM web site on the Internet.

Rule 18.
The decision of the jury is final and not subject to appeal.

Le Golden Spanner Award sera attribuée a un Meccanoman en reconnaissance de son exceptionnelle contribution et de son action en vue de la promotion de Meccano en tant qu’activité ludique, sur un plan local, national ou international ; encourageant la construction de modèles Meccano  qui  distraient et amusent  un public de tout âge ; utilisant Meccano comme moyen d’étude des principes d’ingénierie pour jeunes et  anciens ; ou utilisant Meccano comme un outil de construction de prototypes, pour aider les concepteurs ou construire un équipement fonctionnel. Le Golden Spanner Award n’est pas un prix récompensant une compétition, ni un modèle, ni un plan de modèle, ni un article exceptionnel sur Meccano, et non plus une collection ou autres choses de ce genre.

Règle 2.
Le Golden Spanner Award, comprendra un trophée demeurant  auprès du Président de l’ISM, ou à tout autre place que le conseil d’administration décidera, et des répliques miniaturisées qui seront conservées par chaque  lauréat.

Règle 3.
Les dix premières répliques miniaturisées, en argent plaquées or, ont été fournies par le donateur. Une fois qu’elles auront été utilisées, le coût des répliques supplémentaires sera supporté par l’ISM.

Règle 4.
L’ISM publiera en anglais et en français dans l’International Meccanoman les formalités d’application, termes et date de dépôt des candidatures pour le Golden Spanner Award. L’ISM publiera aussi une photographie ou un dessin du lauréat et en informera directement tous les clubs Meccano connus.

Règle 5.
Le Golden Spanner Award sera décernée pour la première fois en 2001 (Centenaire de Meccano). Par la suite, l’Award sera décernée  annuellement lorsque des candidats valables seront proposés.

Règle 6. L’Award sera décernée à une personne vivante.

Règle 7.
Le candidat devra être un Meccanoman, mot qui est à la fois masculin et féminin. Bien que Meccano soit le système de construction de base auquel ce mot s’applique, l’utilisation d’autres systèmes de constructions métalliques comme Erector, Maërklin, Stokys etc.. n’entraînera pas de disqualification. L’appartenance à l’ISM n’est pas impérative.

Règle 8.
Les membres actifs du conseil d’administration de l’ISM ne pourront pas être candidats. Les membres actifs des conseils d’administration des clubs peuvent être candidats,  après accord du jury.

Règle 9.
Un candidat peut être proposé par tout club Meccano, ou groupe de clubs. La façon dont un club, ou un groupe de clubs, décide qui doit être candidat ne concerne que ce club, ou ce groupe de clubs.

Règle 10.
En nominant un candidat pour l’obtention du Golden Spanner Award, le club ou groupe de clubs qui le parraine devra fournir ses nom, adresse, age, sexe etc.. De plus, des informations seront fournies sur  les activités du candidat  en Meccano. Quand a-t-il commencé à s’intéresser au Meccano, a quel club est-il affilié si c’est le cas, et à quelle(s) sorte(s) d’activité(s) en relation avec le Meccano a-t-il pris part ? Le rapport mettra particulièrement en valeur les mérites originaux du candidat dans le monde du Meccano, et pourra ?tre en Anglais et/ou en français.

Règle 11.
Les noms de tous les candidats, à l’exception de celui du lauréat, resteront confidentiels.

Règle 12.
Si aucun des candidats nominés ne remplit les critères, l’Award ne sera pas décernée cette année l?.

Règle 13.
Le jury sera constitué par le conseil d’administration de l’ISM et le donateur.

Règle 14.
Lorsque le jury aura choisi le lauréat de l’Award, il devra transmettre cette décision ? l’I.S.M. en temps utile pour permettre à ce lauréat de se présenter à  l’assemblée générale annuelle de l’ISM Le jury  fournira à  l’ISM les raisons de la sélection de ce lauréat. Ces raisons seront présentées sous une forme adéquate à  sa publication.

Règle 15.
La décision du jury est définitive et sans appel.

Règle 16.
Le nom du lauréat sera annoncé à  l’assemblée générale de l’ISM et la Golden Spanner lui sera remise ou envoyée.

Règle 17.
Les noms des lauréats seront gravés sur une plaque d’argent  à  la base du trophée.

Règle 18.
Un rapport sur la cérémonie de remise de le Golden Spanner Award sera publiée dans l’International Meccanoman et sur le site Internet de l’ISM.
